156.02 DUTIES; ORGANIZATION.
   (a)   The duties of the Market Street Development and Renovation Oversight Committee shall include, but not be limited to, the following:
      (1)   To identify the concerns, determine the needs and develop plans and/or goals relating to further development of the Market Street business district from both a physical and economic development standpoint, including public and privately-owned properties.
      (2)   To recommend to Council the kind and type of designs and improvements deemed appropriate and necessary for retaining, upgrading and expanding existing business operations.
      (3)   To encourage a proper tenant mix to better serve the community and to assist in the filling of empty store fronts as they exist or may come to exist.
      (4)   To develop and implement strategies to promote a revitalization program, a positive image of the downtown area, retail sales and special downtown events and celebrations.
      (5)   To provide regular and special meetings at which the subject of Market Street development may be discussed by members of the Committee and any other interested parties in a regular meeting and as needed.
   (b)   Within a reasonable period of time after the appointment of said Committee and the approval of its members, the Committee, upon call of Council, shall meet and organize by the election of a Chairperson and the appointment of a Secretary. The Committee shall then provide for the holding of regular meetings as deemed advisable and necessary to perform the duties set forth in this section.
