(a) There is hereby established a Committee of Council to be known as The Market Street Development and Renovation Oversight Committee, to be composed of seven members, one member representing Council, one member representing the Chamber of Commerce and five individuals who shall be appointed by Council.
(b) The terms of the members of the Committee, excluding the Council representative and the representative of the Chamber of Commerce, shall be three years. In the event that a vacancy occurs during the term of any appointed member, his or her successor shall be appointed by Council for the unexpired portion of said term.
