1340.02 DEFINITIONS.
   (a)    "Building Code" means any or all provisions of Part 13 of the Codified Ordinances of the Village of Minerva.
   (b)    "Extermination" means the control and elimination of insects, rats or other pests by eliminating their harboring places, by removing or making inaccessible materials that serve as their food, by poisoning, spraying, fumigating, trapping or by any other approved pest elimination methods.
   (c)    "Garbage" means the animal and vegetable waste resulting from the handling, preparation, cooking and consumption of food.
   (d)    “Infestation” means the presence, within or contiguous to, a structure or premise of insects, rats, vermin or other pests.
   (e)   “Junk” includes any personal property which has little or no apparent value or use and is in such damaged or inoperable condition or consists of missing parts in such a manner that it cannot be used for the purpose for which it was intended.
   (f)   “Owner”, for purposes of this chapter, means any person, partnership, corporation or other entity having a legal or equitable interest in the property; or recorded in the official records of the State, County or Municipality as holding title to the property, or otherwise having control of property, including, but not limited to, the guardian of the estate of any such person, and the executor or administrator of the estate of such person if ordered to take possession of real property by a court.
   (g)    “Owner-occupied premises” means all property located within the Village of Minerva which is used for residential and commercial purposes and occupied by the owner or renter.
   (h)    “Public nuisance”, as it may be used in this chapter, is defined as:
      (1)    Any premise or structure thereon that is littered with rubbish, garbage or junk or an uncontrolled growth of weeds.
      (2)    Any premise or structure thereon, which by the lack of reasonable and adequate maintenance causes a blighting or deteriorating influence on nearby properties.
      (3)    Any premise or structure thereon which has conditions existing which violate the standards set forth in Section 1340.03 and Section 1340.04.
   (i)    “Rubbish” means combustible and noncombustible waste materials, except garbage; the term shall include the residue from the burning of wood, coal, coke and other combustible material, paper, rags, cartons, boxes, wood, excelsior, rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter, glass, crockery and dust and other similar materials.
