(a) The owner or owners of premises subject to the provisions of this chapter shall be responsible for maintaining said premises in compliance with the provisions of this chapter. In the temporary absence of the owner, the current occupant(s) or person(s) having direct control of the premises shall be responsible for compliance with the provisions of this chapter.
(b) All repairs, maintenance work, alterations or installations which are required by the enforcement of this chapter shall be made or performed in a workmanlike manner, and in compliance with all other codes, regulations or laws.
