   (b)   Air Condition Rate. On premises utilizing water produced otherwise than from the Municipal Waterworks System for air conditioning or cooling purposes, the waste from which process is discharged into the system, additional sewer charge shall be made using the above rates for the number of gallons of water used, as though a like quantity of water had been used from the Municipal Waterworks System. Provided also, that if the Service Director determines that the amount of water so discharged is excessive and unduly burdensome to the system, an increased rate may be established in the manner provided in Section 925.04 . All owners or users of premises employing water produced otherwise than from the Municipal Waterworks system for air conditioning or cooling purposes are hereby required forthwith to report the same to the Clerk whenever such system is in operation or is placed in operation.
   (c)   If, in the judgement of the Service Director, the discharge from a cooling or air conditioning system is overloading the sewer or treatment plant and the water is not contaminated by objectionable materials, the Service Director may require the owner to dispose of the water in such other way as may be best in his judgment.

   (d)   Sewer User Surcharge Rates. The following unit operating costs shall be used in determining surcharges to be assessed and added to a user’s sewer use charges for extra strength wastewater for which the concentration of BOD or suspended solids exceeds the concentration of these pollutants in normal strength wastewater.
   Bc = unit operating cost for biochemical oxygen demand (BOD) or carbonaceous biochemical oxyden demand (CBOD) in $/lb. = $0.78 for BOD or $0.67 for CBOD.
   Sc = unit operating cost for suspended solids (nonfilterable residue) in $/lb. = $0.44.
