For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COMMERCIAL GARBAGE COLLECTOR. Any person who hauls or transports any garbage, rubbish, or livestock waste through or upon the streets or alleys of this city for a fee.
GARBAGE. All refuse, containers, or accumulation of animal or vegetable matter which attends the processing, preparation, transportation, cooking, eating, sale, or storage of meat, fish, vegetables, fruit, and all other food or food products found within the city which causes a nuisance or is likely to cause or transmit disease, or which may be a health hazard.
RECYCLED MATERIAL. Paper products, plastics, aluminum cans, or other useful material used in the production of goods.
RUBBISH. All combustible refuse matter such as papers, sweepings, rags, grass, tree branches, wood shavings, wood, magazines, cardboard, tires, and similar material.

Each commercial garbage collector shall make annual application on or before June 15 of each year upon forms available at the City Office and document that the following requirements are met:
(A)Adequate equipment to prevent the loss of garbage or debris on public roads;
(B)Proof of insurance for liability in the minimum amount of $250,000 per person or $500,000 per occurrence;
(C)A nonrefundable cashier’s check; and
(D)Documentation from a state permitted landfill allowing deposit of the city’s municipal solid waste at that site.
