13-3-2: DROPS TO PUBLIC BUILDINGS:
   A.   Every grantee shall provide installation of at least one cable drop and one outlet, and provide monthly basic cable service, without charge, to public buildings as specified by the franchise agreement, irrespective of the distance of the drop. Specific requirements with respect to such drops shall be included in individual franchise agreements. Expanded or enhanced basic cable service shall be provided for up to two (2) designated buildings as specified in the franchise agreement for the purpose of monitoring of systems.
   B.   All such cable service outlets shall not be utilized for commercial purposes. The village shall take reasonable precautions to prevent any village use of the grantee's cable system in any inappropriate manner or that may result in loss or damage to the system. Users of such outlets shall hold the grantee harmless from any and all liability or claims arising out of their use of such outlets, other than for those claims arising out of improper installation or faulty equipment.
   C.   Notwithstanding the requirements of subsection A of this section, if any public building, which is more than five hundred feet (500') from the grantee's cable existing at the time of acquisition or placement in service or use of said public building, is acquired or placed in service or use by the grantor after the effective date hereof, then costs to install a drop to said building shall be split evenly between the grantor and the grantee such that the grantor pays one- half (1/2) of the costs and the grantee pays one-half (1/2) of the costs of said installation which exceed the costs of installation directly related to the first five hundred feet (500') of installation from the then existing cable.
