The purpose of this chapter is to preserve and protect public health and safety without significantly increasing the cost or decreasing the efficiency of wind or solar energy systems; and to allow for the orderly development of land, protect property values and aesthetic conditions in accordance with the comprehensive plan and zoning ordinances of the village of Milan.
