There is hereby created a board of police commissioners consisting of three (3) members whose terms of office shall be three (3) years and until their respective successors are appointed and have qualified. The members shall be appointed by the president, with the advice and consent of the board of trustees. Their terms shall commence on May 1 and end on April 30 three (3) years thereafter.
