Any person, firm or corporation who violates any of the provisions of this chapter shall severally for each and every such violation be guilty of a misdemeanor punishable by a fine of no less than seven hundred fifty dollars ($750.00) for each day such violation persists, and shall further be liable to the village of Milan for all expenses and costs incurred by the village of Milan or its agents to correct the violation, including court costs and reasonable attorney fees. The application of this penalty shall not be construed to permit any prohibited condition, nor shall it be held to prevent the enforced removal of the prohibited conditions, nor shall the application of this penalty prevent the village of Milan from seeking any other judicial remedy or indemnification, nor shall it preclude or substitute any enforcement or judicial remedy by the U.S. army corps of engineers or by any other legal authorities.
