7-4-1: SPEED LIMITS:
   A.   Twenty Miles Per Hour: No person may drive a vehicle at a maximum speed greater than twenty (20) miles per hour on the following streets in the village:
3rd Street West and 4th Street West between 1st Avenue West and 4th Avenue West.
