A. Any owner, operator, manager or permittee in charge or in control of a massage establishment who knowingly employs a person performing as a "masseur or masseuse", as defined in this chapter, who is not in possession of a valid, unrevoked massage establishment license or who allows a masseur or masseuse to perform, operate or practice within such a place of business without having a valid, unrevoked masseur or masseuse license issued by this village shall be subject to a fine in a sum not more than five hundred dollars ($500.00).
B. Every person, excepting those persons who are specifically exempted by this chapter, whether acting as an owner or operator of a massage establishment or an employee of the owner or operator of such establishment who gives or administers massages or baths as defined in this chapter without first obtaining a license from the village of Milan so to do or who shall violate any other provision of this chapter shall be subject to a fine in a sum not to exceed five hundred dollars ($500.00).
