No licensee hereunder shall allow any loitering, gathering of unruly individuals or crowds or any unlawful or dangerous behavior, whether in the premises or in any parking lot or other adjacent area serving the premises; and the licensee shall have primary responsibility for hiring such security personnel and taking other appropriate measures to observe compliance with this section. In the event a violation of law has taken place, or the licensee reasonably believes that a physical alteration or other violation of the law is imminent, the licensee or his agents shall immediately notify the police department.
