4-2-6: INVESTIGATION OF APPLICANT; APPROVAL OF LICENSE:
   A.   All applications for retailers' licenses shall be filed with the village president who shall investigate all the statements contained in each application, and if, upon investigation, he or she shall be satisfied that the matters and things therein contained are true, and that the applicant is of good moral character and entitled to a license, and that the said applicant has complied with all the requirements of this chapter, he or she shall approve the same and, upon the receipt of the required license fee, issue a license in accordance with the provisions of this chapter.
   B.   While an applicant will not be automatically barred from obtaining a license because the applicant has a criminal record, in considering an applicant's fitness of moral character, the president shall consider the applicant's criminal history and the nature of any such crimes. In considering whether an applicant's criminal record or history is sufficient to disqualify the applicant from being eligible to receive a license, the president shall consider such mitigating factors as the applicant's involvement in the community, the length of time since the crime was committed, the applicant's age at the time of the conviction, the number of crimes the applicant has committed and the applicant's demonstration of regret or remorse for any past criminal act.
