(a) From and after April 1, 1986, the Village will no longer maintain that certain storm sewer line located on the West side of Willow Drive and shall, in fact, abandon such line and that all residents on the West side of Willow Drive shall be so notified.
(b) For any resident on the West side of Willow Drive who shall tap into the new storm sewer located on the East side with cross-connections no later than October 1, 1986, all tap-in fees shall be, and hereby are, waived.
(c) Whoever violates this section is guilty of a minor misdemeanor. Each day such illegal tap exists shall be a separate offense.
