(a) No person shall install any tanks or containers for the storage of flammable liquids, or install any pumps, piping, valves, burners, devices or apparatus for the sale, handling, conveying or using of such flammable liquids without first having obtained a permit therefor from the Superintendent of Inspection as hereinafter provided.
(b) A permit required by this section shall be issued only to persons licensed under the provisions of § 1428.02 as a master plumber or registered under § 1428.15 as an appliance installer.
(c) A permit is not required for the replacement of any existing piping, valves or fittings that are defective with new ones to be used for the same purpose, provided that the location of the piping, valve or fitting is not concealed or its relative location changed. Otherwise a permit shall be required.
