The permit required in § 1418.01 shall be issued by the Superintendent of Inspection, and a copy thereof shall be placed in the permanent records of his department. The application for such permit shall be made by the owner or the master licensee contracting for the work, and shall set forth the name of the owner, the location of the building, the estimated heat losses of the space to be heated, and the capacity of the equipment to be installed. The permit shall be issued only if the stated estimated heat losses do not exceed the stated capacity of the equipment, and if sufficient evidence is presented that the system shall be in accordance with the provisions of Chapters 1412 and 1414.
