No person shall construct or install in the City any heating, ventilating, air conditioning, or blower and exhaust unit or system, or appurtenances, that are subject to the provisions of this Title, in and for any building, or alter or repair any such existing equipment or appurtenances that are subject to the provisions of this Title, without first making written application for and securing a permit therefor, setting forth the nature of the work to be performed. Forms for such application shall be provided by the Superintendent of Inspection.
