No person, desiring to build, construct or use any private driveway more than 20 feet in width at the property line of the street, and more than 28 feet in width at its widest part at the curb, shall fail to apply to the City Planning Commission for permission to do so, and the decision of the City Planning Commission as to the width at which such curb or sidewalk may be cut shall be final.
