(a) (1) Notwithstanding § 1042.02(a) pertaining to water rates charged by the City for water service, there is hereby established the following water rates for senior citizens residing in the City and receiving water service in the City:

(2) All provisions of § 1042.02, except those referring to minimum rates per month, shall fully apply to such senior citizens.
(b) This section shall apply to senior citizens residing outside the City and receiving water service outside the City, except that such senior citizens shall pay water rates as follows: Senior citizens residing and receiving water service outside the corporation limits of the City shall pay 150% of the rate paid by senior citizens residing and receiving water within the City.
(c) Qualification for the special water rates provided for in divisions (a) and (b) hereof shall be in the same manner as provided for special senior citizens' sewer rates as specified in § 1040.03(h). No application for special senior citizens' water rates need be made if the senior citizen has already applied and qualified for special senior citizen sewer rates.
(d) Where the billing for water service represents water service furnished during a period of time both prior and subsequent to the effective date of the rates adopted in this section, the service charge shall be prorated among the applicable rates on a time basis. The Finance Director shall reasonably designate the manner and mode of such proration.
