(a) The following rates shall be charged for water to consumers inside the corporate limits of the City:

(d) Where the billing for water service represents water service furnished during a period of time both prior and subsequent to the effective date of the rates adopted in this section, the service charge shall be prorated among the applicable rates on a time basis. The Director of Public Works and Utilities shall reasonably designate the manner and mode of such proration.
(e) Persons residing and receiving water outside the corporation limits of the City shall pay 150% of the rate paid by persons residing and receiving water service within the City.
(f) Notwithstanding the rates set forth in divisions (a) and (b) hereof, any meter located inside the corporate limits of the City using in excess of 2,750,000 cu. ft. of water per month shall be charged a flat rate of one dollar and twenty cents ($1.20) per one hundred cubic feet in 2016 and one dollar and twenty-nine cents ($1.29) per one hundred cubic feet in 2017.
(g) For any month in which a residential water account is inactive (not receiving water service), the account shall be charged a bill for that month in an amount equal to the sum of the applicable stormwater fee (set forth in § 1050.07 of these Codified Ordinances). This inactive account fee shall be billed in January of each year for the month(s) in the previous year in which the account was inactive. Each bill will include an annual administrative fee of two dollars ($2.00).
(h) For any month in which a commercial or industrial account is inactive (not receiving water service), the account shall receive a bill for that month in an amount equal to the sum of two dollars ($2.00) for water and sewer administrative costs and the applicable stormwater fee, per “equivalent residential unit” (ERU) (set forth in § 1050.07 of these Codified Ordinances) as defined in § 1050.03(i) of these codified ordinances. This inactive billing does not apply to inactive accounts located outside the corporate limits of the city.
