Upon receipt of the application for a license or permit provided for in § 804.03, accompanied by the proper fee, if approval by another officer or department is not required, the City Manager or other duly authorized issuing authority shall forthwith deposit the fee in the City treasury and issue to the applicant a proper license or permit certificate signed by such City Manager or other duly authorized issuing authority. If for any reason the license or permit is not issued, the aforesaid deposit, less one dollar ($1.00) to cover expenses of considering such application, shall be returned to the applicant.
