(a) There is hereby established a Citizen Advisory Board to the Middletown Division of Police, which shall be composed of no more than 20 electors of the City, who shall be appointed by City Council, except as provided in § 287.03.
(b) One-third of the members of the Board shall be appointed for a term of one year, beginning October 1, 2003. One- third of the members of the Board shall be appointed for a term of two years, beginning October 1, 2003. The remaining one- third of the members of the Board shall be appointed for a term of three years, beginning October 1, 2003. At the expiration of their initial terms, Board members shall be appointed for three year terms, which shall begin on October 1. However, if a vacancy occurs on the Board, the term of the member appointed to fill the vacant seat shall begin on the date of appointment and terminate at the end of the term of the member originally appointed to that seat.
