§ 209.10 PROCESS FOR GIVING NOTICE OF COMPETITIVE BIDDING.
   (a)   With respect to any expenditure by the City which is required to be competitively bid by state law or by local ordinance, notice of such competitive bidding shall be published once a week for not less than two consecutive weeks in a newspaper of general circulation within the City. If the City posts the notice on the City's internet site on the world wide web, it may eliminate the second notice otherwise required to be published in a newspaper of general circulation within the City, provided that the first notice meets the following requirements:
      (1)   It is published at least two weeks before the opening of the bids.
      (2)   It includes a statement that the notice is posted on the City's internet site on the world wide web.
      (3)   It includes the internet address of the City's internet site on the world wide web.
      (4)   It includes instruction describing how the notice may be accessed on the City's internet site on the world wide web.
   (b)   Notice for competitive bidding shall contain:
      (1)   A general description of the subject of the proposed expenditure.
      (2)   The time and place where plans and specifications or itemized list of supplies, facilities or equipment and estimated quantities can be obtained or examined.
      (3)   The time and place bids will be opened.
      (4)   The time and place for filing bids.
