(a) The Chief of the Division of Fire shall be responsible for the day-to-day preparation of the City for emergency or disaster situations. He or she shall:
(1) Control and direct emergency training activities;
(2) Maintain a liaison with other municipal, State, regional and Federal disaster services agencies;
(3) Coordinate the drafting of proposal mutual aid agreements;
(4) Serve as an operations officer for any joint or mutual emergency operation administration; and
(5) Assume other emergency responsibilities as assigned by the City Manager or the City Council.
(b) In the event the City Manager does not designate a Chief Emergency Operations Officer in an emergency or disaster situation, as provided in § 205.04, the Chief of the Division of Fire shall be responsible to perform those duties.
