The burning of materials on the premises that may be licensed under the provisions of this subchapter shall be subject to such regulation as may from time to time be issued by the Council, or by the Fire Chief if this authority is specifically delegated to him by the Council, for the purpose of preventing, so far as possible, burning that may produce obnoxious odors or cause smoke in such volume as to be a nuisance to occupants of land adjoining the licensed premises.
