(a) Purpose. The First Avenue sub-district is hereby created to address the unique and inconsistent development setbacks occurring on those properties fronting along First Avenue between the Corporation Line and the intersection of First Avenue and Eastland Road.
(b) Existing Setbacks Maintained.
(1) In the event of full or partial building destruction or redevelopment of a property, the building and parking area setbacks existing at the time of destruction or redevelopment may be maintained.
(2) Reconstructed buildings and parking areas may not encroach into the setback areas existing at the time of destruction or redevelopment.
