1139.10 OUTDOOR STORAGE, SALES AND LOADING STANDARDS.
   (a)   Outdoor Storage. The storage of raw materials and/or manufactured products shall be located within the rear yard area only and shall be sufficiently screened from view from any public or private roadway and the adjoining properties by a substantially solid wall or fence erected to a height of not less than eight feet, or by an earthen mound and evergreen plantings following the minimum design and planting standards set forth in Chapter 1151 , or as otherwise determined by the Planning Commission to be necessary to conceal the storage from view.
   (b)   Loading and Unloading. Loading and unloading operations shall be conducted in the rear or side of the building and shall be sufficiently screened from view from any public or private roadway and the adjoining properties as determined by Planning Commission to be necessary to conceal the loading and unloading operations from view.
   (c)   Outside Sales. The outside sale or display of finished goods or products shall be prohibited unless otherwise permitted by this Zoning Code.
   (d)   Temporary Sales Events. Limited retail sales in the GI zoning district are permitted only upon the issuance of a temporary sales event permit.
      (1)   Temporary sales event permit. The Building Commissioner may, upon submission of a completed application, issue a temporary sales event permit to allow a property owner or tenant the ability to conduct limited and temporary retail sales of merchandise on site.
      (2)   The temporary sales events permit may be issued by the Building Commissioner if the conditions set forth in this section are met. The applicant shall submit an application containing the following information:
         A.   A description of the land proposed to be used.
         B.   A site plan showing setbacks, property lines and adjoining structures and the proposed location of the temporary sales and events.
         C.   A description of the proposed use.
         D.   Hours of operation.
         E.   Estimates of accumulated automobiles and persons per hour.
         F.   Proposed restroom facilities.
         G.   Proposed parking facilities.
      (3)   The proposed temporary sales event will not operate after 8:00 p.m. and not before 8:00 a.m.
      (4)   The location of any proposed driveway entrance will not create a traffic hazard or excessive congestion.
      (5)   The proposed site shall contain adequate parking. Adequate parking shall be determined on the basis of one parking space per four estimated people attending per hour.
      (6)   The proposed site contains adequate restroom facilities.
      (7)   An applicant may only receive one temporary sales event permit in any ninety-day period. All temporary sales events shall be limited to a Saturday and Sunday occurring in the same week.
      (8)   All retail sales activities shall be conducted wholly indoors.
      (9)   The temporary sale of merchandise from a vehicle or temporary structure is prohibited.
