(a) No person shall park any vehicle on any of the streets of the City when two inches of snow have fallen according to the United States Wather Bureau records and when the Chief of Police and/or the Director of Public Safety has declared an emergency due to such excessive snowfall. Signs shall be posted on all streets advising motorists of this restriction.
(b) Whoever violates this section shall be subject to the traffic penalties provided by law for illegal parking in normally regulated streets. In addition, where a car is towed to a storage area the car may be recovered only upon payment of the towing charges.
