No person shall park a vehicle on any street between the hours of 2:00 a.m. and 6:00 a.m., except emergency and public safety vehicles and physicians on emergency calls and except for those persons who have received prior approval from the Director of Public Safety to park a vehicle on a street at a specific location during such hours. Requests for such prior approval shall be made through the Police Division and approval shall not be granted for more than two consecutive nights. In his determination of the granting of such approval, the Director shall consider the nature and location of the street, other traffic conditions and the reasonableness of the request.
