No person having in his or her possession or receiving in connection with his or her business or otherwise any number of license plates for motor vehicles not displayed upon the motor vehicle for which issued and not called for by the owner to whom issued within five days, shall fail to, immediately after such five-day period, notify the police of such fact and to surrender such number of license plates to any police officer demanding the same.
