(a) All salaried officers and employees and regular hourly employees of the City who are not covered by any collective agreement shall be entitled to an education benefit computed as a percentage of salary and to be paid as part of the base pay: one percent for one or more professional certificates; two percent for an Associate Degree or three percent for a Bachelor's Degree; and four percent for a graduate degree.
(b) The term "regular hourly employee" means any employee who normally works a minimum of thirty-five hours per week, but such term does not include temporary, seasonal or per diem employees.
(c) The degree or certificate must be presented to the Payroll Department and must be employment-related, as determined by the Mayor and the Finance Director.
