(a) No employee or officer of the City shall work overtime hours or obligate the City for overtime compensation, without having first obtained prior approval for such overtime work and compensation by the appropriate supervisor, or by the President of Council in the case of an employee of Council, or by the Mayor, in the case of a supervisor or other officers or employees not working directly under a department head. Application for overtime compensation shall be made within thirty days after the date such overtime compensation was earned and, in the event such application is not made within such time period, such overtime compensation shall be deemed waived and collection therefor shall be forever barred.
Application for overtime compensation shall be made to the Director of Finance in a form and in a manner approved by the Director, provided the same shall not be inconsistent with this section. Payment for overtime compensation validly authorized, shall be made within thirty days of application therefor.
