139.01 COLLECTIVE BARGAINING.
   (a)   Statement of Policy. It is hereby declared to be the policy of Council, through its Finance Committee and/or its designated representative(s), to bargain collectively with City employees or their authorized representative on matters pertaining to wages, hours and conditions of employment before any final determination is made by Council. These procedures are intended to avoid undue delays in arriving at positions from which meaningful negotiations can be initiated.
   (b)   Definitions.
      (1)   "City employee" means any employee of the City except elected officials and appointed administrative officials.
      (2)   "City" means the City of Middleburg Heights, Ohio, or any agency, instrumentality or department thereof, and/or elected or administrative officials who exercise governmental powers under the ordinances of the City. (Ord. 1969-81. Passed 7-8-69.)
   (c)   Procedures. In the event that Council determines that it needs professional assistance with respect to collective bargaining and negotiations, it shall employ a professional individual or company to represent it, who shall consult and report to the Finance Committee and the Administration. Such Finance Committee and the Administration shall determine the procedure to be followed with respect to collective bargaining.
