(a) As used in this section, “reverse auction” means a purchasing process in which offerors submit bids in competing to sell services or supplies in an open environment via the internet.
(b) Whenever the Mayor, a director or City employee who has been authorized by either, determines that the use of a reverse auction is advantageous to the City, the Mayor, director or other authorized employee may purchase services or supplies by reverse auction in accordance with City Charter Section 9.05.
