The position of full-time Building Commissioner shall be appointed by the Director of Public Service and shall perform those duties as are prescribed by Charter and as are otherwise provided by appropriate legislation. The individual appointed to such position shall, in addition to all other duties, be qualified and certified by the State of Ohio to act as either an electrical inspector or plumbing inspector for the City, or both, and shall secure certification as a construction inspector at the earliest practical opportunity.
