123.045 COMPOSITION OF DEPARTMENT.
   (a)   The Department of Public Service shall consist of the Director of Public Service, the Building Commissioner, and the following employees as specified in the following table, provided that there shall not be a greater number of employees employed in any one classification than as specified in this section.

   (b)   If, on the effective date of this section (Ordinance 1984-162, passed December 11, 1984), there are a greater number of full-time employees employed in any classification than is authorized by division (b) of this section, then such persons presently employed shall not be affected by such limitation. If and when the number of such persons employed within a classification is reduced to the maximum number of employees authorized by division (b) of this section, then such employee limit shall not be exceeded unless authorized by the Administration and Council.
