Whenever a resolution of necessity is passed by Council deeming it necessary to make a public improvement to be paid for in whole or in part by special assessment, levied under Ohio R.C. 727.01 through 727.49, and notice of such passage is given by the City pursuant to Ohio R.C. 727.13, there shall be included with the notice of passage that the Clerk of Council or his designee is compelled to serve by such Section 727.13 upon each owner of a lot or parcel of land to be assessed:
(a) A certified copy of the resolution of necessity; and
(b) The individual amounts of the estimated assessments pertaining to each lot or parcel of land to be assessed in the improvement.
