Whenever a contract is required to be let after public bidding pursuant to the provisions of Section 9.05 of the City Charter, the Clerk of Council, upon being so authorized and directed by Council, shall cause an advertisement to be published in a newspaper of general circulation within the City once a week for two consecutive weeks requesting the submission of bids. Such bids shall be opened in the presence of the Clerk of Council or his or her designate, and either the Mayor, the Director of Finance or the Assistant Director of Finance. The Clerk of Council shall tabulate the bids and submit them to Council and Council shall thereafter determine the lowest and best bidder.
