All meetings of any public body are declared to be public meetings open to the public at all times. A member of a public body must be present in person at a meeting open to the public to be considered present or to vote at the meeting and for purposes of determining whether a quorum is present at the meeting.
In times of emergency, declared by the President of the United States, the Governor of the State of Ohio, or the Cuyahoga County Executive, a public body may meet by teleconference, video conference, or other electronic means, provided the meeting is open to the public. A member or members of the public body may attend such meeting by teleconference, video conference, or other electronic means. Each member of the public body attending in such a manner shall be deemed present in person to vote at the meeting and present in person for purposes of determining whether a quorum is present at the meeting.
The minutes of a regular or special meeting of any such public body shall be promptly prepared, filed and maintained, and shall be open to public inspection. The minutes need only reflect the general subject matter of discussions in executive sessions authorized under Section 107.05. (Ord. 1994-13. Passed 3-22-94; Ord. 2020-91. Passed 11-24-20.)
