Application for registration of a bicycle shall be made to the Division of Police upon forms provided by it, which forms shall contain the name and address of the applicant, the name, color and serial number or other identifying mark of the bicycle, and whatever other information is deemed pertinent. Such application shall be accompanied by a license fee of two dollars ($2.00).
