(a) No organization or group of persons shall parade upon the streets or block off any street area without first obtaining a permit.
(b) The permit shall designate the route over which the parade is to be permitted or the area to be blocked off.
(c) Such permit shall be issued by the Chief of Police, provided he or she determines that such parade or blocking off of any area will involve no threat to the public safety.
