SECTION 10.01   GENERAL REQUIREMENTS.
   (a)   An appointee to be eligible to serve as a member of a Board or Commission of the City shall be and remain a qualified elector of the City unless otherwise provided for in this Charter.
   (b)   A vacancy occurring during the term of any member of a Board or Commission shall be filled for the unexpired term in the manner authorized for an original appointment.
   (c)   Each Board or Commission shall keep a detailed report of all its proceedings including the vote of each member upon every question, or if absent or failing to vote, indicating such fact. The affirmative vote of a majority of all of the members appointed to a Board or Commission shall be necessary to adopt any question, motion, or order. This detailed report shall be filed with the Clerk of Council within ten (10) days and be available to the public.
   (d)   All meetings of Boards and Commissions shall be open to the public.
   (e)   The Mayor may attend in person or may designate another person to attend meetings of the Planning Commission or the Board of Zoning and Building Appeals.
