SECTION 9.02   GENERAL DUTIES.
   The Director of Finance shall be the head of the Department of Finance and fiscal officer of the City. He shall serve the Mayor and the Council as financial adviser in connection with Municipal affairs. He shall maintain records and accounting procedures in conformity with the General Laws of Ohio and State accounting practices, compile estimates for the budget of all departments of the City, exercise financial budgetary controls over appropriations made, be custodian of funds, investments, and other property of the City, be collector of fees, assessments and tax revenues for which the City is responsible, invest and deposit finds, pay the public debt of the City, and perform such other duties as may be required by this Charter and/or Council and as the Mayor may impose upon him consistent with his office.
   Until such time as a Purchasing Department is established by Council, the Director of Finance shall assume and discharge the functions of Purchasing Agent for the City. On the basis of requisitions submitted and approved by department heads, he shall contract for, purchase on specifications, store and distribute all supplies required by the City.
   The Director of Finance shall prepare and present to Council estimates of contemplated revenue and expenditures and the adoption of the annual budget, measures authorizing annual tax levies and annual and temporary appropriation measures.
