Upon receipt of the sketch and written application, the Secretary of the Planning Commission shall present the same to the next regular or special meeting of the Planning Commission, who shall there upon determine whether the sketch conforms to the following requirements:
(a) Shows all information specified in Section 1111.01.
(b) The location and widths of the proposed streets shall be such as to fit in with any plan of street development adopted by the City. Due regard shall be given to existing streets or streets capable of being established in surrounding property so that streets may be laid out through adjacent or neighboring allotments with reasonable continuity of location and width.
(c) The minimum width of any lot shown upon the plat shall not be less than seventyfive feet, and the area of such lot shall not be less than ten thousand five hundred square feet.
(d) At intersections of streets, rounding of corners may be required.
(e) Minimum widths of right of way of streets, except as otherwise provided in Section 1133.17(a)(2) and 1133.32 of the Zoning Code, shall be as follows:

(f) No dead-end streets or highways shall be laid out from the last intersecting highway unless the Planning Commission shall determine that physical conditions make such plan impracticable. In such an instance a cul-de-sac shall be provided with a minimum right of way radius of fifty feet. These restrictions, however, shall not apply where the highways are carried to the boundary of the proposed allotment and the adjoining land is unallotted property susceptible to allotment. In this case a temporary and adequate turning space for vehicles shall be provided at the dead end.
(g) Where practical, intersecting streets shall be provided so that no block will be longer than fifteen hundred feet.
(h) Easements of not less than five feet shall be provided at the rear of each lot, and in other locations where necessary for the installation of public service poles, pipes and conduits.
(i) Proposed installation of all pavements, sidewalks, sanitary sewers, storm sewers, water mains, utilities and other improvements shall be so designed and located to:
(1) Adequately serve the land to be serviced.
(2) Have a reasonable expected life duration.
(3) Connect properly to and are available for connection with present or future improvements.
(4) Comply with existing standards.
(j) No plat or map of proposed street or allotment showing reserve strips controlling access to public ways, or showing strips of land which will not prove taxable for special improvements, will be approved; provided, however, that such strips are definitely placed under the control of the City and meet with the approval of the Planning Commission and the City Solicitor.
(k) Any and all changes or revisions of the tentative sketch, as recommended by the Planning Commission, shall be incorporated in the pencil tracing and prints before approval of such sketch. One print of the sketch, as approved, shall be retained by the Secretary of the Planning Commission and the signed tracing and two prints shall be referred to Council for its approval. Upon approval by Council, the signed tracing and one print shall be returned to the owner.
