1111.01 PRELIMINARY SUBDIVISION SITE PLAN; DEPOSIT; INVESTIGATION.
   Any person proposing to allot and dedicate any land within the City shall first submit to the Planning Commission a written application for approval of the proposed subdivision along with a tracing and three prints of the proposed preliminary subdivision site plan drawn to a scale of not more than fifty feet per inch covering the subdivision layout of the entire area of the owner's lands. There shall also be deposited, at the time of filing such application with the Finance Director, an amount of money sufficient, as determined by the Director of Public Service, to cover the cost and expenses of such investigation as may be necessary to determine whether such proposed allotment conforms to the requirements of this chapter. The cost and expense of such preliminary investigation shall be paid by the City and deducted from such deposit. In case such expenditure exceeds such deposit, such excess shall be paid into the City Treasury by the applicant prior to the approval of the plat. In case such deposit exceeds such expenditure, the balance shall be refunded to the applicant. This preliminary subdivision site plan shall contain the following:
   (a)   The owner's name and address and a general description of the location of his land shall appear in the title.
   (b)   The names of all owners of abutting property and recorded subdivisions.
   (c)   A general location plan showing approximate distances to surrounding main or arterial streets.
   (d)   Approximate location, name and proposed width of new streets.
   (e)   Approximate location and dimensions of sublots including sublot numbers.
   (f)   Existing and proposed topography of land embraced within the proposed subdivision.
   (g)   Approximate location of any existing buildings, utility lines, culverts, oil or gas wells, or other permanent installations within the property to be allotted.
   (h)   Directional flow of existing and proposed storm and sanitary sewers.
   (i)   Extent of upstream sanitary and storm sewer districts.
   (j)   Existing and proposed building setback lines.
   (k)   Location and size of existing and proposed water mains.
   (l)   Location, width, use, etc. of any existing casements.
   (m)   Location of existing and proposed play areas, parks, schools, etc. when within the limits of the proposed subdivision or adjacent thereto.
   (n)   Present zoning of all lands within and abutting the proposed subdivision.
   (o)   Tentative approval clause.
