The following Divisions are to be included in the Department of Public Service and are to be established by Council as it deems necessary:
(a) The Division of Public Properties, including streets, parks, public grounds, sewers and public buildings;
(b) The Division of Refuse Collection and Disposal; and
(c) The Division of Utilities, including franchises and privately owned utilities.
