Until such time as Council establishes a Division of Engineering with a full-time engineer, Council shall, by ordinance, provide for the employment of a City Engineer who shall be appointed by the Mayor with the approval of a majority of the members of Council and who shall serve at the pleasure of the Mayor, provided that his employment may terminate at any time by the affirmative vote of at least two-thirds (2/3) of the members of Council. The City Engineer shall be a Registered Professional Engineer in the State of Ohio, shall perform such duties as may be prescribed by Council or the Mayor and shall receive such compensation by fees or salary, or both, as may be provided by ordinance.
