SECTION 6.02   DIVISION OF BUILDING.
   (a)   Establishment of Duties. There is hereby established a Division of Building to be organized as set forth herein, with the duty of enforcing the building and zoning regulations of the City and such other duties consistent with building in the City as may be prescribed by ordinance or by the Mayor.
   (b)   Building Commissioner. There is hereby created the office of Building Commissioner.
      (1)   Appointment and term. Appointment to such position shall be made by the Director of Public Service and said Building Commissioner shall serve at the pleasure of the Director of Public Service.
      (2)   Duties. It shall be the duty of the Building Commissioner:
         A.   To administer and enforce all State statutes and Municipal ordinances relating to building and zoning;
         B.   To approve or disapprove all plans submitted for construction and to issue all licenses and permits regarding any and all construction, remodeling and repair and approve insurance policies and bonds of all contractors and subtrades operating in the City;
         C.   To supervise all Inspectors and inspections;
         D.   To issue all Certificates of Occupancy and Re-Occupancy.
   (c)   Qualifications. The Building Commissioner shall have at least five years experience in the building trades or related occupations and need not be a resident of this City.
   (d)   City Architect. There is hereby created the part-time position of City Architect.
      (1)   Appointment and term. Appointment to such position shall be made by the Mayor and the City Architect shall serve at the pleasure of the Mayor.
      (2)   Duties. It shall be the duty of the City Architect:
         A.   To review building plans as directed by the Mayor;
         B.   To attend meetings as directed by the Mayor;
         C.   To provide architectural expertise to the Planning Commission.
   (e)   Qualifications. The City Architect shall be licensed by the State of Ohio to practice architecture and must have been engaged in the full-time practice of architecture for a period of not less than five years immediately preceding appointment.
