The following departments, each headed by a separate Director appointed by the Mayor, with the approval of a majority of the members of Council to serve at his pleasure except as otherwise provided for by this Charter, are hereby established.
a. Department of Public Service
b. Department of Public Safety
c. Department of Law
d. Department of Finance
Council shall by ordinance provide for the organization thereof and shall have the power to establish, by ordinance, additional departments, combine divisions and change their functions and duties as the public service shall require. All appointments and removals in the several departments shall be made by the respective directors, except as otherwise provided for by this Charter, and subject to the Civil Service requirements of this Charter.
